Study On Foreign Typical Island Protection Mode And Its Enlightenment To China

The 21 st century is a new century of the ocean,the exploitation and utilization of islands is an area with great development potential in the ocean era.In recent years,coastal countries and regions have increasingly attached importance to the management of islands,promoted the development of island resources,and protected island ecological environment in order to realize the development in protection and protection in development.With the rapid economic development in the coastal areas,the shortage of natural resources in the land area has become increasingly significant,while the importance of the islands has become increasingly apparent,and the related utilization activities are gradually increasing.However,due to the weak awareness of protection and chaotic management order,the island ecosystems and surrounding resources were indiscriminate exploited and devastated,China's islands are facing an unprecedented crisis of survival.How to seek balance between exploitation and protection,implement sustainable development strategies,and scientifically protect the island's environment have become a huge challenge for island management and protection.Therefore,this paper systematically reviews the research results of island protection at home and abroad,summarizes the successful experience of foreign typical island protection models,and on this basis identifies the current domestic island protection problems,such as imperfect management system and low public participation.Then build a mathematical model,on the basis of DEMATEL Gray Number theory,to identify the constraining factor of island protection,and to provide corresponding decision-making recommendations.Firstly,this paper uses literature research,case analysis and comparative analysis methods to summarize the typical foreign island protection modes,such as stakeholder oriented protection model,the islander association oriented protection model,the community-based management protection model,and the government-led protection model.On this basis,the paper summed up the current China should accelerate the exploration of island protection model.Meanwhile,we have to modernize the island governance system and governance capacity,correctly handle the relationship between the government,the enterprise,the community and the public,and establish ecosystem-based island integrated management system.Secondly,this paper analyzes the main influencing factors of island protection from theoretical and empirical aspects.Taking Zhejiang Province as an example,it analyzes the influencing factors that restrict island protection from the empirical level.On this basis,the paper uses the DEMATEL method to ascertain the intricate relationship between constraining factors,and derives the root cause factors that affect islands protection,namely the lack of effective government incentives and control mechanisms,and the key factors,namely the lack of effective market protection mode of island protection.These conclusions point out the direction for optimizing the island protection mode in China.Finally,on the basis of summarizing the successful experiences of overseas island protection and the influencing factors of China's island protection,the paper clarifies the basic strategic positioning of China's island protection,proposes countermeasures and suggestions from the aspects of protection of island resources and ecological protection,and concludes what kind of measures we should adopt to development China's island protection toward a healthier direction.
