Study And Evaluation On The Environmental Benefits Of Highway Construction Project

And at the same time,the concept of sustainable development,referred by Scientific Outlook on Development,applies to construction development of expressway.By the end of 2015,total mileage of expressway in China will have been increased to108,000 km.Proportion of tunnel and bridge mileage will become larger for particularity of expressway construction.Water and soil loss caused by high-fill and deep excavation is certain to cause numerous ecological and environmental issues.If numerous environmental influence issues in construction can not be solved comprehensively during construction,it will affect sustained development road of the area.In today when people increase emphasis on scientific development model,at the time of developing social economy significantly,as for a series of environmental issues,including social environmental issues caused by resident relocation and land acquisition in early construction,noise pollution caused for using machinery equipment during construction,atmospheric pollution caused by using fuel oil,waste materials and gas generated for mixing bituminous mixtures at the time of surfacing,soil pollution created by abandon of waste materials,atmospheric pollution caused by increase of traffic volume,and habit obstruction generated by linear tendency of road,it is necessary to consider and assess,from several aspects and angles,whether such series of issues caused by expressway construction can be avoided or solved reasonably.By virtue of theoretical knowledge of environmental impact assessment and post evaluation,relevant laws and regulations,system analysis engineering,sustainable development theory,and environmental economics,starting from features of expressway construction,the author analyzed environmental issues of construction projects,from the initial stage to operation stage,measures taken for solving such environmental issues,costs,and benefits brought by taking such measures.Furthermore,quantitative and monetized analyses of relevant environmental cost,caused by environmental economics theory were conducted,as well as index selection of environmental benefits,so that social,economic,and environmental benefits of expressway construction are more intuitive.Finally,the author evaluated influences of expressway project on development situations of the whole environmental economy through building comprehensive environmental benefit evaluation model,so as to feeddecision information to decision-makers.
