Construction land has an important role in promoting social development and promoting economic growth. In recent years, the development speed of urbanization and industrialization is accelerating and the proportion of construction land in land use structure is gradually increasing in Xinjiang. Xinjiang is located in the arid area, the land development and utilization are greatly influenced by the resources and environment. Whether is between construction land utilization and ecological environment capacity matching or not. To research this problem, we need to analysis the development of construction and the ecological environment capacity. In this paper, acknowledging of the research trends of land development and utilization at home and abroad, describing the basic situation of the study area and analyzing he current situation of land use, setting up the index system and mathematical model for the evaluation of the coupling degree of construction land use and Ecological environment capacity from two aspects. Judging and analyzing the matching status and the unbalanced state of the development of the construction land and the resources environment capacity of each state(city). The following main conclusions are obtained.Construction land use is affected by multiple factors, such as resources, economy, population, ecological environment and so on. Construction land development strength at a low level in each state(city), there are nine states(cities) belong to low development intensity zone, in these states(cities) the construction land use speed and is efficiency slow, scale is small. There are two states(cities) belong to high and middle-high development intensity zone, in these states(cities) the construction land use speed is fast, efficiency is high, but it has a big environmental pressure. Ecological environment capacity is greater than the intensity of development in each state(city), spatial differentiation is obvious. There are eleven states(cities) belong to high and middle-high supply capacity zone, it reflect that the ecological environment with a high capacity and a great potential in these states(cities); There are three states(cities) belong to low and middle-low capacity zone, shortage of resources and environmental pressures will limit the states(cities) construction land utilization. There are nine states(cities) of the construction land in a serious lack of state development, while only two states(cities) are over exploitation. Because of lack development or excessive development lead to nine states(cities) of the construction land utilization are not matching ecological environment capacity, and only three states(cities) construction land utilization are middle matching ecological environment capacity. Based on this, each state(city) should be set “promote economy, protect environment, stability social” as the land development purpose. Those states(cities) land use keep a lack development situation should be developed and utilized gradually, those states(cities) land use keep an over exploitation development situation should be regulated.
