Using coal as main energy consumption,the extensive development of industrialization brings on high strength, high concentration of air pollutant semissions, and it makes many cities face with all kinds of environmental pollution problems. Atmospheric pollutions influence people’s health, on the other hand, the pollution control cost also hinder the development of economy, so, controlling total amount of air pollutant emission as an effective means arises at the historic moment. In order to control the total amount of air pollutant emission, we must allocate pollutant emissions reasonable, after allocating pollutant emissions to each region, it can control total emissions effectively. Although there are many allocation methods on study of total atmospheric pollutant, but few are involved in how to control total and allocate to each polluters effectively and fairly, most methods allocate total from an aspect of the fairness or efficiency maximization. The total pollutant allocation schemes considering fairness mostly adopt the subjective weighting methods to allocate, but the subjective weighting methods are not reasonable because of too much human subjective intention. The research of total atmospheric pollutant based on efficiency maximization is still in the theoretical stage. These realities will affect the country to achieve the goals of controlling the total amount of atmospheric pollutants.Using the physics concept of information entropy which can evaluate the balance characteristics of the system, this paper models a total amount allocation model about atmospheric pollutant based on information entropy model. In comprehensive consideration of various provinces and cities, taking the principle of efficiency and fairness, selecting index system of influence of atmospheric pollutant total amount allocation, determining the application rules, constraint condition and calculation methods, finally, it can solve the target value of total pollutant allocation in various provinces. Taking the total emission of SO2 in our country as example and using the allocation methods for it, firstly, analyzing the emissions of SO2 based on the present situation of information entropy. Then, using the environmental EKC model to predict the total emission of SO2 in 2015 as its control target. Then setting up four different total amount optimization allocation schemes which are based on the total emission in 2012. Finally, by comparing the weighted information entropy values in different optimization schemes, giving the optimization allocation schemes of SO2. It comes to the main results as follows:Firstly, the information entropy basing on the present situation indicates that the economic development difference is less and less in different provinces and cities, and the unit land area of total emissions of SO2 reduce gradually, these conclusions consistent with the actual situation in our country; the results of total amount allocation show:the emissions of SO2 reduce mainly in the province of Hebei, Shanxi, Inner Mongolia, Jilin, Shandong, Yunnan, Shaanxi, Gansu, Qinghai, Ningxia, Xinjiang and so on, Heilongjiang, Jiangxi and Henan province are taking the second place. The total amount allocation results can reflect the current actual emission of SO2, at the same time, it can satisfy the basic requirement of controlling total amount. The results based on evaluating models show:the weighted information entropy in the optimized scheme is bigger than before, it reflects the rationality of optimization, on the other hand, it illustrates that using the EKC model to predict the emission is reliable.This paper is modeling the total amount allocation of air pollutant model based on information entropy model, providing a new angle for the total amount allocation of air pollutant. At the same time, carrying out works such as developing emissions trading system is of great significance for perfecting the strategy of controlling the total amount air pollutants, and it provides the certain reference value to the total amount allocation and controlling strategy for other types of pollutants...
