Study On The Rural Ecological Environment Construction In The Process Of Four Moderni-Zation Synchronization In Henan Province

Good ecological environment is the foundation of rural development,sustained agricultural development and people’s life.Henan is a major agricultural province,with nearly 50 million people in rural areas.To finish building a moderately prosperous society in all respects by 2020,the quality of ecological environment is crucial.At present,Henan Province faces a lot of pressure in economic and social development,as well as the protection of ecological system.According to the document of “Completion of a comprehensive well-off society in Henan Province to speed up the modernization Strategy Outline”,we should explore continuously the scientific simultaneous development of four modernizations(new industrialization,information,urbanization and agricultural modernization)methods at no expanse of agriculture,ecosystem and environment.Based on this document,this paper summarizes the status and existing problems in the construction of rural ecological environment in Henan Province,according to the literature and Henan statistical data,combined with individual interviews and other social investigation.The reasons of above problems are major as follows: emphasis on economic development rather than environment protection in the performance evaluation;attention to urban development rather than rural in environmental management;lack of financial investment,environmental supervision and law enforcement;people’s life differentiation,light environmental awareness and participation.This paper further explores the opportunities and challenges of rural ecological environment construction brought by simultaneous four modernizations,and present improved suggestions.First,strengthen rural ecological environmental construction and implementation from aspects of the scientific development of rural ecological environment construction planning,simultaneous construction of rural and urban sewage disposal facilities and advancement in rural industrial development and government in pollution.Second,strengthen the construction of rural environmental protection law through establishing a sound legal system and emphasizing the government’s responsibility.Third,improving the financial input mechanism of rural ecological civilization from promotion of agro-ecological development and environmental infrastructure,and the utilization of agricultural funds,and the establishment of ecological compensation mechanism.Fourth,from making people involved in the ecological environment protection and establishing rural ecological environment monitoring system and using information technology tool,to construct supervision system innovation of rural ecological environment.
