Research On The Ecological Compensationin The Poor Areas Around The Capital Under The Coordinated Development

The environment problem of capital region and poverty around the capital region becomes more serious.The uneven development is getting worse and worse among Beijing, Tianjin municipalities and Hebei province.The area around the capital region has made tremendous contribution to governing environment problem of Beijing, Tianjin municipalities and Hebei province.And this area has sacrificed many opportunity for development,and this area has paid a high price through protecting the environment.Now the integrated development of Beijing, Tianjin municipalities and Hebei province is carried out,so we must pay more attention to solve those problem.If we don`t solve the problem of economic and livelihood issues around the capital region,we can not achieve the integrated development.We must improve the ecological compensation mechanism at the present stage to solve those problem.Only through this way,can ease the uneven development between regions,and achieve the goal of common prosperity.Therefore,it has more important significance on regional economic development.This paper is based on the development function of every region,designed by the strategic distribution of integrated development of Beijing, Tianjin municipalities and Hebei province, combining theory with practice to analyze and research.First,starting from the current situation of poverty in poor areas around Beijing and Tianjin,analysis the causes of poverty around the capital poor areas,and it is pointed out that the absence of ecological compensation is one of the important reasons for the poverty in these areas.Then, illustrate the existing problems in the ecological compensation from the current situation of ecological compensation in Beijing, Tianjin and Hebei region.And starting from these problem,in the background of integrated development of Beijing, Tianjin municipalities and Hebei province,make recommendations on mechanisms of ecological compensation at the present stage.According to the mode of inter-regional ecological compensation,put forward three ways on developing ecological compensation,by the way of the cooperation of the government,the market,and the social groups.Though this way to achieve the goal of economic benefits,ecological and environmental benefits,and social benefits changing better and better.Discuss the ecological compensation of cross administrative area design theoretically and practically,in order to provide reference of ecological compensation in academic research and practical operation.
