In the present crisis-ridden society,uncertainty as the main feature of the risk culture and context propagation are further increasing the public’s dependence on the media information,and in the collusion of political and economic interests,traditional media discourse often choose vague their speech,or collective voice,the public can not obtain the appropriate information which from the "dominant discourse system",thus an alternative "anti-discourse space" came into being."Signifier" and " Signified " historic rheology provides a prerequisite for the "anti-discourse space" growth and " anti-discourse " incomparable political security and public participation,making it quickly established its own position of public opinion and discourse platform,"anti-discourse’s” banter of rhetorical strategies and civilians characterization manner consistent with the public’s psychological cognitive structure so that the environmental crisis communication in the “ anti-discourse space” spawned a new modelThe environmental communication theory which takes traditional media as the core is difficult to adapt to the practical needs of new media background environmental transmission.This paper based on content analysis and text analysis and it seeks to construction environment rhetorical theory and propagation mechanism with Chinese characteristics,starting from the official discourse production mechanism and public opinion field.Through the game of public opinion field,which is spread by the environment risk,the formation mechanism of "anti discourse" space is constructed,and the new mechanism of environmental public opinion guidance is constructed.
