Research On China’s Environmental Discourse Power From The Perspective Of International Politics

Environmental problem is becoming a prior agenda of international politics in the globalized world today.Under the world theme of ’peace and development’,cooperation and coordination become the main pattern of settling international disputation.Countries would strive to propose benefiting discourse of their own.Without necessary consideration of international discourse power,one can not thoroughly understand the political situation of the international community.China should not be a ’mute giant’.International politics is turning into discourse politics in some way.Environmental discourse power originate from the combination of environmental issues and discourse power.’Discourse’ and ’discourse power’ should be defined before the research.Discourse was a linguistic item long ago,after French philosopher Michel Foucault bringing’discourse’ and ’power’ together,discourse and discourse power are brought to international politics.Environmental discourse power should also follow the logic of discourse power from six aspects:agenda setting,foundation of public opinion,guidance of public opinion,scientific discussion,quality and deontological ethics.The development of China’ s environmental discourse power can be separated into four periods:1.Embryo stage,from 1949 to 1973,during which China’ s perception on environmental protection were almost blank.2.Forming stage,from 1973 to 2000s,environmental problems comes with the rapid economic development,but the country choose to ignore the problem in terms of the policy of ’focus on economic construction’.3.Developing stage,from 2001 to 2012,the environmental problems drew more and more attention and can not be ignored,the government made their efforts.4.Present stage,smog problem arouse extensive concern,the government responded by lawmaking and initiatively adjust the development strategies.After the analysis of the environmental discourse power in the smog problem case,three main problems should be solved:agenda setting,quality of discourse and guidance of public opinion.In order to enhance China’ s environmental discourse power,three suggestions are provided:1.Strengthen national awareness of environmental protection,compete for the power of initiative concerning agenda setting.2.Improve the quality of China’ s environmental discourse.3.Enhance China’ s instituting power in the process of international environmental rule-making.
