Competition in exploration design industry was becoming more and more intense in the past few years.In order to survive and develop,HL Design Institute of chemical industry changed in the management of professional and technical personnel.These changes included the change from extensive management to the fine management,and unsystematic management to systematic management.However,there were still some problems in HL Chemical Design Institute,such as low efficiency and loss of core personnel.The main reason was that the project professional and technical personnel performance appraisal system was not perfect.In order to better maintain the momentum of enterprise development,and jointly achieve the goal of enterprise development,it has become an important work of HL chemical design institute to establish a complete system with sound indexes,proper weights,reasonable cycles,extensive application and standardized process performance.This paper took the professional and technical personnel of HL Chemical Design Institute as the research object,it founded the existing problems in performance appraisal.According to the theory of human resource performance appraisal,the principle of performance about professional and technical personnel was put forward in this paper.And this paper identified employees' work attitude,work ability and customer evaluations as indicators of annual performance.Secondly,it set up monthly performance appraisal of using target management and human resource management theory and combined monthly performance appraisal with annual performance appraisal.Finally,this paper discussed the application results and the shortcomings of performance appraisal.It combined the performance appraisal and project management theory with the present situation of HL Chemical Design Institute,in accordance with principles of theoretical service practice.The research of this paper could be used as a reference for the management of professional and technical personnel in HL chemical design institute or small and medium-sized design institute.
