Study On Restricting Factors And Countermeasures Of Construction Waste Recycling Based On Social Network Analysis

As China's urbanization process is accelerating and urban upgrading work continues to advance,the resulted large number of construction activities have brought a huge amount of construction waste.The harm of construction waste has become a serious obstacle to the sustainable development of the city.However,the landfill disposal has been difficult to continue.In order to solve this problem,recycling is the most reasonable solution.The recycling method can not only eliminate the environmental hazards of construction waste,but also provide a new way to obtain resources for the construction industry.Nevertheless,the development of construction waste recycling in China is still facing many difficulties.Firstly,this paper summarizes the successful experience of the developed countries in the construction waste recycling,which provides the theoretical basis for the countermeasures to promote the construction waste recycling.Secondly,it analyzes the current situation and problems of the construction waste recycling in Shenzhen city and understands that the construction waste recycling in Shenzhen city is still restrained by many factors.Thirdly,with the help of the literature review,the initial restricting factors of construction waste recycling are selected,then the interviews with the relevant practitioners in Shenzhen city are completed to further improve the list of restricting factors.Meanwhile,according to the different types of stakeholders,the restricting factors are classified.Fourthly,nine critical factors are identified on the basis of the relationships between different restricting factors,using the social network analysis method.Specifically,these critical factors are included as follows:(1)The construction units' lack of resource consciousness;(2)The illegal dumping behaviors by the demolition and transport enterprises;(3)The resource enterprises' lack of publicity efforts;(4)The high operation cost of resource enterprises;(5)The resource enterprises' lack of funds;(6)The government has not developed quality standards and certification system;(7)The government's lack of publicity efforts and education;(8)The obligations and powers division of different departments are not clear;(9)The government has not completed relevant laws and regulations.In the meantime,after these critical factors are solved,the comparative analysis is completed between the changed network structure and the original network structure,which indicates that the resolution of critical factors will yield good effects.Finally,according to the different stakeholders and critical factors,the relevant countermeasures are proposed to promote the construction waste recycling in Shenzhen city.In this paper,the social network analysis method is used to identify the relationships between different restricting factors,which can help the stakeholders to make effective plans.Moreover,the identification of critical factors can contribute to grasp the key points of the construction waste recycling development.
