Study Of Citizen Participation In The Construction Of Ecological Civilization In China

18th CPC National Congress clearly stated that we should vigorously promote the construction of ecological civilization.Ecological civilization construction is relate to the well-being of the people and the nation’s long-term future plans.Facing the severe situation of tightening resource constraints,serious environmental pollution,ecosystem degradation,We must establish the ecological civilization idea of respecting nature,complying with nature and protecting nature.Ecological civilization construction must be placed in a prominent position,integrated into the economic construction,political construction,cultural construction,social construction and all aspects of the whole process.Efforts to build a beautiful China to achieve sustainable development of the Chinese nation.As far as our country is concerned,has entered the high consumption,high pollution risk society and the governance of ecological environmental problems has reached a critical stage that can not be ignored.The research and construction of ecological civilization has become a theoretical and practical problem that people pay attention to.The construction of ecological civilization is the new requirement of building a well off society in an all round way.It is not enough just to rely on the government to play a leading role,but also need a broad and active participation of citizens.The main purpose of this paper is to put forward some suggestions on how to carry out our citizens really participate in the construction of ecological civilization,give full play to the function and benefit of citizen participation.The full text is divided into three parts.The first part makes a basic overview of citizen participation and ecological civilization,which is an interpretation of the connotation and characteristics of citizen participation,ecological civilization,ecological civilization construction.Secondly,discusses the citizen participation in the construction of ecological civilization internal and external motivation.Thirdly,it discusses the theoretical basis of citizen participation in the construction of ecological civilization,and theoretically analyzes the rationality,legitimacy and necessity of citizen participation in the construction of ecological civilization.The second part explores the status quo of our citizens to participate in the construction of ecological civilization.First of all,introduce the current ecological civilization construction of the overall situation of pilot work,citizen participation in the ecological civilization construction achievements on law and citizen participation.Secondly,by means of case objective analysis of the current citizen participation in the organization type participation,hearing participation,litigation participation.Finally the shortcoming in education of the government,the legal system is not sound and citizen’s operating level of the limitations of the three aspects analyzed the plight of citizen participation in the ecologicalThe third part mainly discusses the path choice of our citizens to participate in the construction of ecological civilization.First of all,introduces the main measures of citizen participation in the construction of ecological civilization in Sweden,the United States and Germany.Secondly,summarizes the Enlightenment of western countries’ practice to the construction of ecological civilization.Secondly according to the specific conditions of our country,puts forward some countermeasures to improve citizen participation in the construction of ecological civilization from three levels.The government by cultivating ecological citizens,improve the ecological environment information management system and improve the decision-making democratization for citizen participation in the ecological civilization construction to provide a good external environment;In the law to strengthen the construction of the ecological legislation,establish mechanism of citizen participation,and improve the environmental protection system of social organization to promote the citizen participation of ecological civilization construction;Citizens from the economic,political,cultural and social level to widen the channel of the involved in the construction of ecological civilization.
