In recent years,the number of contaminated sites in China has been rapid growth trend. Urban pollution area is the product of urbanization and industrialization. It is a "contradiction".On the one hand,the number of contaminated sites is increasing,due to its high risk,harm the healthy development of the city.On the other hand,pollution area city in prime locations,have high recycling value,make brownfield redevelopment of urban sustainable development inevitable trend. If contaminated sites development directly into the living room without remediation,there is a huge environmental health concerns.Once an accident,it is not only environmental problems,but also affect the economy, become a serious social problem,and cause social instability.Brownfield redevelopment risk control faces great challenge,must attach great importance to the brownfield redevelopment of environmental risk prevention and control,to face up to and accelerate to solve the key problems in environmental management.This article mainly from the four parts of brownfield redevelopment risk control problems are studied:The first part is a brownfield redevelopment risk control legal regulation.Clear legal concept based on theoretical exploration and practice of law.The first part of contaminated sites,risk control,legal regulation concept as well as the characteristics or content is defined.And from the protection of the environment,ensuring residents’ health and promote sustainable development of the city three Angle discusses the strengthening brownfield redevelopment risk controls the significance of legal regulation.The second part is to develop risk control pollution sites in China current situation and problems of legal analysis.If our country has perfect legal framework,the provides legal basis and guidance to contaminated site management problems.This part of our first pollution sites relevant laws and regulations and policy regulations and technical standards and technical guidelines for comb,concluded that the special laws and regulations in our country so far,there is no word,in the majority with policy rules,not enough to cope with the increasingly frequent pollution risk events.Next,is from the contaminated site risk management system,file management system contaminated sites,pollution site specific aspects such as the social public participation,capital find pollution sites in China and problems to be solved in the development risk control.The third part is the European and American brownfield redevelopment risk control legal regulation for reference.In the aspect of contaminated sites risk control, the western developed countries to build a mature field investigation and risk assessment,site remediation,and the field monitoring the whole process of risk management system.This system is based on contaminated sites management legal framework,with practical and feasible pollution site management funds fund as the financial guarantee,such as pollution site technical guidance for technical support and participating of contaminated sites to participate in the system for the supervision mechanism.The fourth part is to develop risk control pollution sites in China the improvement of the legal regulation Suggestions.According to the problems mentioned above of contaminated sites risk control and draw lessons from European and American countries important system,and combining the reality of contaminated site management in our country,from the risk control model and procedures,field survey and evaluation,the field information,risk communication as the core, participating in the contaminated sites public participation system of pollution sites in China,including its development and risk control system.
