In recent years,with the rapid advance of China's industrialization and urbanization,energy demand has increased dramatically,and environmental problems caused by energy use and energy constraint conflicts in the path of economic and social development are becoming more and more significant.Developing circular economy and comprehensively pushing energy-saving and emission-reduction has been the inevitable choice of promoting ecological civilization and sustainable economic and social development.As a core area of "the 21st-Century Maritime Silk Road",Fujian province is now in a critical period of maritime cooperation strategic fulcrum construction along with innovation of open economic system and mechanism,at the same time Fujian is in an important phase of transformation from intermediate to advanced stage of industrialization.Further implementation of ecoprovience and comprehensive promotion of the construction of ecological civilization demonstration area,will lay a solid foundation for the coordination and development in the fields of economy,society,resources and the environment.However,nowadays in Fujian,current energy demand continues rising,pressure for pollution treatment is increasing,the situation of energy-saving and emission-reduction is still not optimistic,more effective energy conservation and emission reduction policies and measures are needed to be developed and introduced to support the province's energy-saving and emission-reduction work and the continuing construction of ecological civilization.This article uses several research techniques including literature research,systems analysis,qualitative and quantitative research methods to analyse energy-saving and emission-reduction in Fujian comprehensively,at the same time build a systematic model of energy-saving and emission-reduction.Firstly,the paper elaborates the background and significance of the subject,and definite research ideas and methods by introducing the current research statuses at home and abroad,and focuses on the guidance roles of sustainable development,eco-development and system dynamics theories and methods for policy simulation of energy-saving and emission-reduction.Secondly,the paper in-depth discusses on development course and current situation of energy-saving and emission-reduction in Fujian province,then explores the supporting policy demands.Thirdly,on the basis of sorting out the current energy-saving and emission-reduction policies,this paper constructs a systematic model which affects the energy-saving and emission-reduction,with elements such as economy,population,technology,energy and environment,while adds policy adjustment factors from industry,tax,finance,finance,environmental protection and technology on each subsystem,through validity check of the model validation,it successively proposes four simulation programmes including remain unchanged,single policy,policy combination and emission trading price simulation,in order to make simulation and empirical analysis of energy-conservation and emission-reduction policies in Fujian province.Research results show that tax,environmental protection and industrial policy on energy-saving and emission-reduction have more obvious effects,while policies relating to monetary,finance and technology are weaker.In accordance with the effect size of six energy-saving and emission-reduction policies to constitute a policy mix,the effects are remarkable.At the same time,considering that the emissions trading policy will be implemented in all industrial pollutant discharging enterprises in Fujian province,the paper simulates float factors of emissions trading price in main pollutants alone,therefore sets up the policy mix of energy-saving and emission-reduction.Finally,this paper raises the optimization strategy of energy-saving and emission-reduction policy from tax,environmental,industrial,financial,fiscal and technology in Fujian province.
