Energy And Carbon Emissions Efficiency Study Of Chinese Regions Based On Improved DEA Model

During the nearly more than two centuries,from the first industrial revolution to the arrival of information age,the growing problem of greenhouse gas emissions caused by huge energy consumption is getting worse,therefore related management must be conducted in a timely manner for energy waste,the phenomenon of greenhouse effect and so on,especially for greenhouse gas emissions of????which is the main component of control.As the world's largest developing country,China also shoulder the responsibility and moral duty of reasonable reducing greenhouse gas emissions and controlling the greenhouse effect.So we should choose and apply more effective and comprehensive methods to optimize resource utilization,improve the environment condition,help the region government or relevant organizations to improve energy efficiency,energy utilization status,adjust the energy management policy,implement more effective energy saving low carbon projects.At first,this paper based on the current energy and environmental background,in the environment of energy for each region based on situation analysis,this paper expounds the importance of provincial energy and environment efficiency evaluation.Then elaborated the paper's main job content and difficult point in the study of the paper.Then on the origin and development of data envelopment analysis(DEA)fully grasp,introduces the related concepts,and the international for energy efficiency,environmental efficiency and carbon emissions efficiency and related evaluation method to carry on the literature review.Introduces the related theories of the efficiency of energy and environment.Set up a scientific evaluation index system of energy and environment efficiency.According to the appraisal target and the choice of evaluation method,set up to realize evaluation goal,evaluation method of the evaluation index system.Optimization model is introduced to emphasize the optimization model of their own characteristics,make the model of data envelopment analysis of energy and environment efficiency has been more widely used.After that,we select Beijing,Tianjin,Hebei and other involved in north China,northeast China,east China,south China,southwest,northwest seven areas of 30 provinces,autonomous regions and municipalities directly under the central government as the research object,to obtain relevant data collection processing into the selected model,calculation of energy and environment efficiency is obtained through the analysis of the calculation results each provinces and cities and regional energy efficiency level and environment optimization direction of the state of their own.At last we get the conclusion from the regional perspective,the southern China(south China)of the energy and environment efficiency of the whole nation's highest standard.At a similar level of north China,east China and central China region,northeast China had the lowest levels in all regions.Northwest energy and environment efficiency value is slightly higher than that of northeast area.Prices for various regions of China's energy efficiency level of environment is significant,especially in areas such as Hebei,Shanxi,Shanghai.Compared with SBM model,revenue/cost model of the rate of change of energy and environment efficiency value reached more than the overall efficiency of energy and environment value twice the rate of change.North China and northeast China should put more effort on improving energy and environment efficiency and reducing energy consumption,control it from the source of energy and environment efficiency,so as to realize the purpose of optimization of energy structure and energy conservation and emissions reduction.For east China and central China,due to its energy consumption has been at a good level,so it should be improved in energy conversion technology has put more energy,so as to improve the level of their own energy and environment efficiency.Undesired output reduction should be relying more on Shanxi and Shaanxi provinces,they need to take more measures in reducing energy use to improve their energy and environment efficiency value.Aimed at the pollution gas emissions reduction potential outstanding region should strengthen the government supervision,energy and environment concept,further improve the government and operators to make it realize that carbon dioxide and the harm of pollution and the importance of energy conservation and emissions reduction.
