Evaluation And Countermeasures Of Ecological Civilization Construction In Gaizhou Liaoning Province

Ecological civilization theory is an important theory to deal with the contradiction of rapid growth of the economy and the deterioration of the environment.The construction of ecological civilization is the core content of the theory of ecological civilization.The evaluation system of ecological civilization construction is the main tool to evaluate and monitor the results of ecological civilization construction.Gaizhou is an important county-level city in Yingkou economic circle and have a good development of ecological civilization in recent years,so that it is a good choice to evaluate the Ecological civilization construction of Gaizhou.In this paper,the overall framework of ecological civilization construction in Gaizhou is constructed by analytic hierarchy process(AHP).The overall goal of evaluation is the construction of Ecological Civilization,ecological economy,harmonious society and the environment are the three subsystems of evaluation system.Through consulting lots of literatures to screen out 33 individual indexes,and then using Entropy method to calculate the index weight,after that through the analysis of the data,the author makes an evaluation on the ecological civilization construction of Gaizhou in 2009-2015,and puts forward the corresponding countermeasures.Specific results are as follows:(1)In the year of 2009-2015,the level of ecological civilization construction in Gaizhou is on the rise.The optimization of Gaizhou's economic and industrial structure is consistent with China's economic reform policy.The comprehensive score of social harmony construction after the first suppression,the overall upward trend.The medical and health undertakings in Gaizhou are making progress,but the problem of aging is becoming more and more serious.Environmentally friendly construction comprehensive score decreased slightly.Gaizhou needs to increase investment in the recycling of industrial wastes,but also need to develop efficient energy industry,improve energy efficiency.(2)The distribution of agricultural industry in Gaizhou is reasonable,and the three geographical gradients can meet the self-sufficiency of grain.(3)Gaizhou City,the need for construction in the following aspects:strengthen the education and technology industry investment,accelerate the optimization of industrialstructure,improve economic efficiency;strengthen the construction of social security,improve the social population quality,improve social ecological system;expand green industrial production scale,improve the construction level of urban and rural environment,promote green and healthy lifestyle.
