Research On The Construction Of Regional Green Development Evaluation System And Improvement Measures

The “eco-poverty” area typical of Gansu Province has long presented a vicious circle of fragile ecological environment and underdeveloped economy.It is urgent to build a comprehensive and scientific regional green development evaluation system to identify limiting factors and propose targeted improvement measures.At present,the relevant research on the green development evaluation system seldom pays attention to the evaluation of human settlement and cultural dimensions and cannot fully reflect the connotation of green development.Therefore,this article takes Gansu Province as an example,through the literature induction method,policy analysis method and comprehensive evaluation method,combined with the natural resources,ecological environment and economic and social development status of Gansu Province,constructing from the five dimensions of resources,environment,industry,human settlements and culture The regional green development evaluation system contains a total of 24 sub-indices,and the entropy method is used to assign weights to the indicators.Through the evaluation and analysis of the green development status of Gansu Province and its 14 cities and prefectures from 2014 to 2018,the following main conclusions are obtained:(1)The green development status of Gansu Province and its municipalities and prefectures from 2014 to 2018 is stable and improving,but there is much room for improvement.The environmental dimension has stabilized after significant improvement in 2015-2017;the overall human settlement dimension has stabilized and improved;the resource,industry,and cultural dimensions have not improved significantly,and the gap between cities and states has gradually widened.(2)Jiayuguan City,Jinchang City and Gannan Tibetan Autonomous Prefecture have better green development status,while Linxia Hui Autonomous Prefecture,Qingyang City and Pingliang City have worse conditions.(3)The green development of Gansu Province is uneven.The shortcomings are resources,and the advantage is the environment.There is an imbalance between economic and social indicators and ecological environment indicators in all cities and prefectures.To promote the green development of Gansu Province and its cities and prefectures,this paper proposes to consolidate the foundation of green development with resource protection,delineate the bottom line of green development with environmental governance,stimulate green development momentum with industrial upgrading,and promote the sharing of green development with the optimization of human settlements.The realization path for cultural construction to enhance the connotation of green development.This article makes up for the lack of comprehensiveness in the evaluation dimension of green development in previous studies,and conducts empirical research on Gansu Province,which is expected to make theoretical contributions to the research on the green development evaluation system and provide a reference for green development in other "ecologically impoverished" regions in my country.Practical significance.
