Issues On Government Supervision Of Environment In Ordos Region

During the 13th Five Year Plan,environment protection and ecology civilization formation have both entered a state of new normal.Our economy has been growing rapidly at the cost of even faster deterioration of environment.Economy growth will not last if we continue consuming resources and ruining environment as before.Environment is about livelihood.Rational decision making of the government,active cooperation of enterprises and the public is necessary if we would like to achieve effective protection of environment and reasonable utilization of resources.As public affair administrative subject,the government owns advantages in resource and authority over public,it should take the leading role,bear the responsibility of environment supervision,during which the government has encountered several issues that restrict the sustainable development of economy and cause imbalance between economy development and environment protection such as defective administration system,lack of enforcement at grass root level,low participation of public.Therefore,how to effectively curb environmental pollution and improve environmental condition has become one of key issues that relate to strategic development of the city of Ordos,also a focal point of public concern.Based on the position of local government during environment supervision and its interest,this paper analyzed status quo of environment supervision of the government regarding subject,regulation,system and enforcement.Achievements are made,yet following issues emerged:biased environmental regulations in favor of urban area,lack of public participation of public,different department act in its own way thus impair the overall supervision,lack of enforcement power at grass root level.Causes of this situation are:insufficient supervision function,unsound participation mechanism,dual lead in supervision,lack of investment and technology in environment protection.With advanced practices considered,solutions are offered as follows:Unify supervision in both urban and rural area,improve public participation mechanism,optimize supervision power and push forward capability improvement at grass root level.
