The problem of straw burning has always been the focus of the government every year.Especially in the context of environmental protection and sustainable development,solving the problem of repeated burning of straw burning is related to rural development and ecological environment and cannot be ignored.The Ministry of Agriculture said that it strives to increase the national comprehensive utilization rate of straw to 85% by2020,but the straw has caused many problems and losses to the farmers in the actual use process.Therefore,the utilization effect of straw is not good,and the supervision of straw burning is also a local problem.The research firstly sorts out the literature on straw burning and comprehensive utilization at home and abroad,and points out that there is an emphasis on technical research and a lack of government supervision research in the management of straw.Then introducing the main theoretical basis and application of this research,including farmer behavior theory,externality theory and sustainable development theory.The hazards of straw burning on environment,transportation,soil and health are pointed out on the basis of the current situation.The main reason for straw burning is that there are many problems in straw returning.Farmers are not willing to affect the crope yields because of the unsuitable methods in straw returning.In addition to this,the lack of attractiveness in comprehensive utilization of subsidies and the inadequacy of government guidance in comprehensive utilization are also the reasons.Combined with the actual situation and the "heads up" incident of straw around Yinchuan City,it is can be analyzed the government has not been able to guide the marketization of straw in the process of supervision,the omission of grid management,the lack of implementation of rewards and punishments,and the fact that policies are separated from reality.Finally,in view of the problems existing in the treatment of straw by farmers,it is proposed thatthe government should expand the related subsidies to strengthen the attractiveness,and promote the land transfer to make the scattered straw for large-scale treatment.The high-tech also can be used to assist the supervision.By dividing the area or according to local characteristics and advantages to make the market to be guided differently.In addition,it is also recommended that straws that cannot be processed by various methods can be coordinated and arranged by the government to implement straw burning.
