Theoretical Research On Environmental Policy Tools And Their Applications In Jiangxi Province

Since the Reform and Opening-up 40 years,China’s economic development has attracted worldwide attention,has gradually become one of the world’s most powerful economies.But extensive economic development model in China has been going on for decades,leading to the current shortage of mineral resources and the deterioration of the ecological environment.China has been trying to manage environmental problems through various means,but because of the concept,method,management system and capital,technology and other aspects of the problem,China’s environmental governance,environmental protection,environmental protection,environmental protection,environmental management,environmental management Policy has yet to be optimized,the effect of governance has yet to be improved.The above issues have become increasingly prominent,the parties concerned have to find appropriate policy tools to curb the trend of environmental degradation.The practice of western developed countries proves that different types of environmental policies have different effects on environmental protection,and environmental policy tools have become the focus of research.Environmental policy tools is a bridge between policy problems and policy objectives,for such a central Jiangxi underdeveloped province,how to get rid of the shackles of the Kuznetsov curve,do not take the developed countries "treatment after pollution" of the old,can choose appropriate environmental policy tools,is essential to solve environmental problems,even can affect the environment the success of the implementation of policy instruments of environmental policy tools,research and optimization has very important theoretical and practical significance.In this paper,the use of public management theory and analysis methods,combined with literature analysis,comparative study.This paper introduces the concepts,types and characteristics of environmental policy tools is discussed,then the key influence factors on the effect of environmental policy tools are summarized,the application status of Jiangxi province environmental policy tools are analyzed,and puts forward some suggestions.This paper mainly includes five parts: the first chapter is the introduction.The second chapter is the introduction of the basic theory of environmental policy tools,which introduces the definition of policy tools,compares and analyzes the advantages,disadvantages and applicable scope of the three types of environmental policy tools.The third chapter is the market-based environmental policy tools,which describes the basic theory of Pigou economy and Coase means of environmental policy instruments,the pollution taxes,subsidies/reduce subsidies,emissions trading,penalty system,deposit refund system,performance bonds and several forms of economic market-based environmental policy tools.The fourth chapter is about the choice and effect analysis of the environmental policy tools in Jiangxi Province,which introduces the environmental policy tools used in Jiangxi province,in particular,to point out the inadequacies.In the fifth chapter,based on the research,the author puts forward some suggestions on the effective environmental policy in Jiangxi Province,on the basis of the research and the experience of other countries and our country.The last part is the conclusion,which summarizes the shortcomings and the direction of further research.
