Research On Pay-As-You-Throw Charging Mode Of Municipal Solid Waste

Municipal solid waste charging as a important economic tools which promoting waste reduction, resource recycling and the industrialization of waste disposal has become one of the focus of the debate in the academic world. From the aspects of legal safeguard,flexibility and the conformity with the market economy rules, the implementation experience of PAYT charging mode of economically developed areas provides an ideal model and important significance to improve the charging system of municipal solid waste in China.Under the guidance of relevant theories, from the perspective of economic stimulus,we analysed the current situation and existing problems of the existing waste fee charging mode in China, and drawed lessons from the pratical experience of foreign country. Then we forecast the implementation effect of PAYT waste fee charging mode of eastern, central and western areas of China from the aspects of environmental effectiveness and economic efficiency. Finally, we put forward the matching policy optimization and policy guarantee for effectively alleviating the fund obligation of waste disposal, strengthening the municipal solid waste management. On the basic of this, greatly arouse the enthusiasm of public participation in environmental protection for promoting the waste disposal industrialization,making the waste reduction,harmless and recycling come true,thus constructing cities of China to eco-civilized cities.
