Global climate change has deeply affected the political,social,economic and other aspects of the world.Trading of carbon emissions has spread around the world in varying degrees as an effective way to solve the problem as economic and market instruments.Under the successful experience of EU Emission Trading Mechanism,seven provinces and municipalities have conducted some pilots in 2013,and unified carbon market transactions are also about to start.For China and various regions in,the problem with that is how to price reasonably to achieve energy conservation.Presently it has not constructed the market of carbon emission right in the true sense in our country.As related basic theory and system construction has been launched in the academic circle,it is also trying to make my own efforts,in order to be able to provide pricing methods for reference of the price of carbon emission trading and useful suggestions for future policy and institutional choices.Firstly,this paper clarifies the background and significance of the study,the content,methods and ideas.The second part is literature review,studying and analysis of relevant important concepts of carbon emission right,relevant theoretical basis of carbon emission trading,and state of the trading of carbon market in China.Then,starting point and the theoretic base would be found.After comparison and selection of evaluation methods in this paper,we will evaluate carbon emission right with the market approach,construct the index system which impact carbon emission price of China’s regions,and introduce cloud model to evaluate.Finally,by evaluating carbon emission right in Peking to test the validity of this cloud model.
