| As a key link in the construction of ecological civilization in China,soil remediation engineering is receiving more and more attention from the government and society.The 28 relevant laws and regulations promulgated in the past decade also reflect their attention.The amount of money needed to build a soil remediation project is huge.Moreover,the high operating cost and high technical barriers make the PPP model feasible in this field.However,the characteristics of the long-term recovery period of the soil remediation project,as well as the multi-party cooperation and long operating cycle of the PPP model,will bring more complicated risks to the entire soil remediation PPP project.Therefore,it is very necessary to carry out accurate and effective risk identification and risk assessment for such projects.In order to ensure the authenticity of the risk identification and evaluation of soil remediation PPP projects,firstly,based on the characteristics of the soil remediation project and the PPP model,the source and risk assessment dimensions of soil remediation PPP project are analyzed separately.Secondly,through the analysis and analysis of the soil remediation cases in the PPP project library of the Ministry of Finance,and based on the existing relevant PPP project risk assessment research,establish the risk list required for this study.Then through three evaluation dimensions,namely risk occurrence probability,risk severity and risk control difficulty,the key risk factors are determined by Delphi Method,and classify risks.After that,the data is processed by the forward and reverse cloud generators by constructing the cloudmodel,and the vertical and horizontal cloud processing of each key risk factor cloud digital feature is processed.The result is an evaluation cloud that integrates all key risk factors,all risk categories,and all dimensions.The study found that there are multiple risks and uncertainties in the soil remediation PPP project,and there is a close relationship between project risks and project characteristics.Case study on risk assessment of soil remediation projects in the sites of Yangdu and Xiaoguan demolition sites in S City by using fuzzy comprehensive evaluation method and Cloud model theory.A total of 36 possible risk factors were identified.After data processing,24 key risk factors were screened out,and these 24 key risk factors are classified into three categories: “Government sector related risks”,“Private sector related risks” and “Macro factors related risks” according to their own characteristics.After analyzing the expert evaluation data through the cloud model,it is found that the risk occurrence probability of the soil remediation project of the Yangdu and Xiaoguan demolition plots in S City is almost "normal".The severity of the consequences after the risk has occurred between "general" and "high".Risk control is between "normal" and "high" and biased towards "general" level.Therefore,the overall risk level of the project is between "general" and "high",and there is a high probability of "general". |
