The Study On Effective Management Of Persistent Organic Pollutants In Shaanxi Province

Persistent organic pollutants(POPs)are a class of the high toxicity,bioaccumulative,persistence and long distance migration of the specific pollutants.In the present study,the species,distribution,pollution status and management status of POPs in Shaanxi province were investigated through field investigation,as well as the questionnaires which from environmental managers and the public.Finally,six problems in the management of POPs were found:lacking attention,incompletion of the management system,defective administration,low level of specialized managementand style,as well as funds shortage.Within full use of government regulation theory,government responsibility theory and the theory of crisis management,We found an effective management mode and method for Shaanxi POPs management from six aspects through in-depth analyzing the existent problems and the actual situation.The countermeasures were proposed as follows:improve attention,management system,administration,level,method as well as funds.Thus,it strengthens the management of POPs in Shaanxi province which effectively controls and reduces the harm of POPs to animals,plants,human and environment.This research is one of the important contents of government public management.It not only provides practical management ideas and methods for improving the effective management of POPs in Shaanxi province's environmental protection management department,but also offers policy foundamental for minimising environmental pollution of POPs and protecting people's health and safety.
