Since the 1970 s and 1980 s,British Flixborough leak explosion and India Bhopal gas leak have promoted the establishment of the safety related association led by Europe and the United States and the research of safety management system.In 1985 the United S tates enacted the Occupational Safety and Health Administration(OSHA)management standards.In 1996 Europe revised the Seveso II directive.Then our country began to introduce process safety management gradually,and enacted Guidelines for the Implementation of Chemical Enterprises Process Safety Management(AQ/T3034-2010).Refinery enterprises are typical continuous and large-scale process industries.The mechanical management is of vital importance to the safe and stable operation of the enterprises.How to effectively design,operate and improve mechanical integrity factors of process safety and security system is the key to ensure equipment operation.This paper applies the mechanical integrity management technology to the refineries and embodies the defect management and personnel training and assessment into the mechanical integrity management system.In this paper,device basic information management system is established based on risk and accident experience.Regular test of special equipment,facility preventive maintenance criteria,plan and check,fault disposition management,change of equipment,personnel training/evaluation and supplier information compose interior management mechanism.Finally management system includes facility environment and accessory importance,media,operation cycle,personnel operation,test and existing problems and etc.The mechanical integrity management system is constructed composing basic database,regular test of special equipment,preventive maintenance,defect management,management of change,staff training and evaluation,supplier management and risk management.This system uses VS2010 and C program integrating B/S and C/S to achieve subsystem correlation,and mechanical integrity manage ment system developed is closed and dynamically circulatory.This can keep equipment running risk under control,achieving a safe and reliable operation of the whole life cycle of equipment.Through the construction of the platform,MI management has been embodied into the safety management of the refinery enterprises,achieving that the traditional paper documents management is changed into a network shared platform management,operation,maintenance and change of equipment is tracked in real time and equipment risk level is accessed objectively,then develop a risk assessment plan,implementing the management of refineries scientifically,normatively,modernly and feasibly.
