Research On Delimiting And Spatial Control Of Ecological Protection Red Line In Jia Yuguan City Based On RS And GIS

As a national ecological protection strategy,to delimit the ecological protection red line have a great significance to curb the ecological environment degradation,optimize the national ecological security pattern and reform the ecological protection management system.The key to delimit ecological protection red line is to definite its connotation,but at present it has no common about its connotation,and has not formed a mature delineation system.Therefore,this paper divides the ecologically sensitive area,the extremely important ecosystem service area and the prohibited development zones into the ecological protection red line and delimiting the ecological protection red line under the background of "multi-regulation".The delimiting of the ecological protection red line provides a scientific basis for the smooth work of "multi-regulation" and the establishment of ecological security pattern in Jia Yuguan City.The results indicated that:(1)The ecological protection red line of Jia Yuguan City with a total area of 576.48km~2.accounting for 47.10%,mainly located in the southwest and northeast of Jia Yuguan City.The red line has no conflict with the existing urban boundary and the future rigid boundary of urban development,the delineate result is feasible and ensure the ecological red line can "landing" and can be implemented.(2)The most sensitive ecological area is 173.38km~2 and the percent is 30.08 of the red line,mainly distributed in the southwest of Jia Yuguan City,around the Great Montenegro and Taolai river.The sensitivity of land desertification is generally higher,indicating that the potential problem of land desertification is serious,the government should increase the intensity of land desertification control.(3)The extremely important area of ecosystem services is close to 25% of the red line while the area is 143.65 km~2.Among the four ecological service functions,the shrub land,the Taolai river,the large grassland reservoir and the surrounding forest in the southwest and the wetland protected areas in the northeast are all showed great importance.Therefore,the above areas should be protect importantly,and maintain its important role in Jia Yuguan ecosystem services.(4)The prohibited development zones with a total area of 312.96 km~2 and reached 54.29% of the red line,indicating that put the prohibited development zones into ecological protection red line can ensure the scientific of the results.(5)The overlapping of the three areas covers an area of 96.10km~2,accounting for 16.67% of the ecological protection red line area.This area is the core area of the ecological protection red line,which will be co-protect by the main function planning,land use planning and urban common planning,and have a vital importance to the ecological environment regulation in Jiayuguan City.
