Along with the accelerating of the state council to resolve coal steel overcapacity,threshold of coal mining enterprises to improve.And production facilities and perfect management system,production technology progress,such as not to increase security for safety input intensity,seek enterprise transformation will find it hard to keep production efficiency,safety in production development.Most of Guizhou coal mine belongs to the gas outburst mines,comprehensive utilization of gas extraction can effectively promote the increase of the mine gas drainage of coal mining enterprises,increase the amount of gas extraction,through the comprehensive utilization of mine gas extraction can effectively reduce the gas emission during mining,reduce the all kinds of gas accident.Lower coal seam gas content is helpful to reduce roadway ventilation facilities in mine and mine gas control related investment,reduce the total input of coal mine safety.Based on Yangchang coal mine and the Yueliangtian coal mine safety input and safety benefits as the research object,in the coal mine safety investment and benefit,on the basis of actual survey statistics,analysis of structure and strength of the coal mine safety input and safety of impairment and value-added benefits,supported by the actual data,through to the coal mine gas extraction using Vensim software to study the safety investment and safety benefit.(1)This paper analyzes the specific content of the safety investment and safety benefit and metering method,combining with hazards identification analyzed the Yangchang coal mine and Yueliangtian coal mine safety input structure,from the manpower and material resources,financial investment analysis of the two coal mine safety input intensity;The coal mine safety personnel in the proportion of 2% to 10%;according to the Yangchang coal mine and Yueliangtian coal mine survey,the two Guizhou coal mine safety investment intensity for an average of 9.25%,and the Guizhou coal mine safety input intensity vary greatly,especially state-owned and private coal mines,a large body is well with increased safety input strength decreased.(2)Uses the method of safety economics theory analysis and calculation of two coal mine safety value and loss of benefits,and comparative analysis is mainly focused on the two coal mine gas extraction using its influence on coal mine safety benefits.The net present value method to calculate Yueliangtian Coal Mine Safety after 30 years of value-added benefits 5 million 363 thousand and 500 yuan;comparative analysis of safety input and coal production,safety investment and value-added,value-added and safety of gas drainage,drawing safety investment and value-added curves,realize the effect on the expression of visual safety benefits coal mine safety investment;through the analysis of industrial structure adjustment of safety investment structure change influence on the safety benefit,the comprehensive utilization of coal mine gas drainage safety economic benefit.(3)In the system analysis of coal mine safety investment and safety benefit,on the basis of using system dynamics theory and modeling method to establish model of safety investment and benefit,Vensim software simulation security benefit level,adjust the structure of safety input and direction,according to the concrete example simulation analysis of gas extraction using safety level.Through the simulation found that the value-added benefit of gas safety benefit is obvious;extraction equipment,increase the proportion of investment 20%,investment or resources to increase the proportion of 10%,faster than the reference level of system safety benefit growth plan;instead,a 20% increase in the proportion of investment or human,financial input to increase the proportion of 10%,little difference in safety benefit with the level of benchmark programs.
