Program Design Of Dual-network Combination For Classified Recycling Of Municipal Solid Waste And Recyclable Resource

Source classification reduction of municipal solid waste and recycling of renewable resources,is the mainstream direction of the international urban living garbage collection,transportation and disposal.China’s municipal solid waste disposal by landfill mainly,sanitation and transportation network system and renewable resource recycling network exist in parallel,independent operation,efficiency of separation and recovery of resources and infrastructure operation,the cost of the existence problems have become increasingly prominent.The State Council "national economy and social development of the thirteenth five year plan" put forward: "sound the utilization of renewable resource recycling network,strengthen the cohesion of municipal solid waste separation and recovery and recycling of renewable resources" Therefore,the scheme design of municipal solid waste and renewable resources,recycling of dual network integration,to carry out the many city(county)dual network integration pilot work has a certain reference value.The paper analyzed the present situation of both the recycling system of the MSW and the recycling system of the renewable resources and their problems by researching professional materials.Then it studied some cases in Guangzhou,Beijing and Shanghai to get the key factors which influenced the combination of the two systems,and made a strategic research for the use of the program.It also designed a plan,including the purpose,expected effects,improving measures for the old system,recycling network,measures to ensure the use of the plan.At last,the paper researched the present situation and the existing problems of the two systems in Xifeng,Qingyang so as to make a plan for the city and evaluated it by contrasting many different norms.The plan of the combination of the two systems will give a theatrical reference,implementation plan and evaluation methods for most of the cities in China.It proved that the plan is useful and effective when putting into practice in Xifeng,Qingyang.The method it used provides guidance for other cities.
