Coal as an important energy has made important contributions for China's economic development.The safety of coal mine production is greatly improved and the probability of coal mine accidents and the loss caused by the loss is significantly dropped with the integration of coal resources,the improvement of various safety legal systems,the improvement of supervision system and the improvement of the mechanization and the automation level.But compared to developed countries in Europe and America,the incidence of coal mine accidents in China is still high,the level of safety management still needs to be improved.Emergency management is an important part of coal mine safety management.China's coal mine emergency management level is still not high,need to upgrade urgently.Emergency logistics is an important part of it,and emergency logistics capacity is of great significance to emergency management.It can be seen that it is of great significance to construct an evaluation model of emergency logistics capacity applicable to China's coal enterprises.The results can also point out the shortcomings and problems of the enterprises,and specify the direction for the improvement of emergency logistics capacity.Based on the field investigation and reference literature,this paper expounds the related theory,and analyzes the current situation and existing problems of coal mine emergency logistics in China.Then,I identify the factors that affect the emergency logistics of coal mine,combined with the characteristics of coal mine enterprises and design the emergency logistics capacity evaluation index system from the organization and coordination and decision-making ability,logistics operation supply capacity,information processing capabilities and human resources support capacity,which haseighteen indicators as organization and coordination ability,organizational decision-making ability,emergency material transport and distribution ability,information sharing timeliness,information feedback ability,personnel training and others.At the same time,I explained each indicator.The evaluation model of coal mine emergency logistics capacity is evaluated by using G1-fuzzy comprehensive evaluation method.The G1 method is used to determine the order relation of each index and the importance degree of adjacent indexes,and give weight to each index according to experts.Based on the index system,I established the comment set,determined the membership function,and carried on the fuzzy comprehensive evaluation.In order to verify the practicability of the model,the model is applied to the example of Shanxi XX coal mine.The calculation results showed that the emergency logistics capacity of the coal mine is in the middle level,and there is still much room for improvement.The result is basically in line with the actual situation.Finally,according to the results,the paper puts forward some suggestions on how to improve the coal mine emergency management ability,improve the coal mine accident management ability,strengthen the personnel training and emergency event drill,improve the coal mine accident feedback system and strengthen the coal mine organization and coordination ability,Practical significance.This improved the practical significance of the paper.The innovation of the paper lies in: building a scientific coal mine emergency logistics index system,constructing the coal mine emergency logistics capacity model based on the sequence relation analysis method and the fuzzy comprehensive evaluation method,providing a new evaluation method for the enterprises to make the evaluation of the emergency logistics capability and making a more comprehensive guidance for the coal mine enterprises.It can make the enterprise clearly understand the actual defects,then to improve the coal mine emergency logistics capacity and to ensure the safety of coal mining enterprises,there is great theoretical value and practical value.
