The Research On Evaluation Of Marine Ecological Civilization Construction And Countermeasures Of Guangdong Province

After the industrial revolution,The world’s economy grows rapidly.In the process of industrialization,human beings began to face a great deal of crises,such as population,resources,environment and other aspects.Ocean is an important part of the ecosystem,and it provides space and resources for mankind.In the 21 st century,more and more countries pay attention to the ocean.With the scale and intensity of marine development grows,marine ecological problems are gradually exposed.These serious problems of marine ecology have become the urgent tasks to solve.How to balance the relationship between development and protection has been the focus of research.Construction of marine ecological civilization has become a consensus which is the only way to achieve harmony between mankind and the ocean.This paper is divided into seven parts.The first part includes background,significance,summary,content,research method of the domestic and foreign scholars of the research,and summarizes the process of the research by using the literature review method.The second part discusses the definition of ecological civilization,marine ecological civilization and construction of marine ecological civilization,and then summarizes theoretical basis of the construction of marine ecological civilization.The third part describes the current situation and existing problems of marine ecological civilization construction in Guangdong Province,and uses the qualitative analysis to summarize the current development situation.The fourth part establishes the evaluation index system,and then uses entropy method to assess the development of marine ecological civilization construction in Guangdong Province from 2006 to 2013.The fifth part takes Australia and South Korea as an example to analyze the practice of typical countries in the construction of marine ecological civilization.The sixth part puts forward the countermeasures and suggestions on the future development of marine ecological civilization in Guangdong Province according to the results of performance evaluation and foreign practical experience.The seventh part briefly summarizes the research contents and puts forward some opinions according to the research.The conclusions are as follows:(1)Through the data collection of Guangdong Province,we can know that Guangdong Province has good natural and social conditions in the process of marine ecological civilization construction,and in marine economic development,marine ecological restoration and so on.But the coastal sea water pollution,excessive island development,lack of marine environmental protection investment,weak marine consciousness and other issues still exist.(2)According to the evaluation index system of marine ecological civilization construction in Guangdong Province,the level of marine ecological civilization construction in Guangdong Province is increasing continuously from 2006 to 2013,and the three subsystems have made some progress,but development uncoordinated,found that marine ecological civilization construction deficiencies.(3)The qualitative analysis method is used to study the current situation and problems of marine construction in Guangdong Province in the third part,and then uses the quantitative analysis to evaluate the construction performance in fourth part.The paper finds the two results are basically the same in some conclusions.Qualitative analysis provides the direction for quantitative analysis,and the qualitative analysis improves the efficiency of the research.(4)Based on the conclusions of qualitative analysis and quantitative analysis,and foreign experience,putting forward some suggestions to improve the level of construction such as standardize the government functions,play the role of public participation,change the marine economic development,repair and protect marine ecology System,carry out international cooperation,etc.
