Study On The Management Of Rural Solid Waste In Lai Shui County In The Construction Of ''Beautiful Village''

There are 588,000 administrative villages in China.According to the statistics of the ministry of urban construction in 2013,only 37% of these administrative villages have been engaged in garbage management.With the increase of economic income and the transformation of people's consumption patterns,the traditional natural degradation processing mode of rural garbage production has become more and more difficult to afford.The main task of laishui county in 2014 is to carry out rural household waste management and beautify the rural environment.Based on the current situation of laishui rural garbage treatment,this study takes public product theory and new public service theory as the theoretical foundation of this study,By using the fuzzy evaluation method(fuzzy comprehensive evaluation method)to evaluate the rural living garbage management effect of laishui county will be subjective problem is transformed into quantitative evaluation result more scientific.The evaluation established the financial input,the construction of waste facilities,the participation of the subject,the organization and guarantee of 4 primary indicators and 10 secondary indicators,On the analysis of the effect of rural living garbage management results show that the waste management engineering only without complete,laishui county through 2 years of effort is more county rural living garbage management level of the rural residential environment has a certain degree of improvement,but also has some problems still need to improve.Such as:work on waste management,lax regulation,waste infrastructure remains to be perfect,weak consciousness of waste classification,single issues such as financing way,so the author thinks that to establish a diversified investment and financing mechanism,perfect the garbage disposal facilities,strengthen propaganda classification awareness,establish a supervision mechanism is laishui county government intensify rural waste management efforts in the direction of the next,hope the rural living garbage management effect of laishui county can fly over to the amount of progress and quality.
