Research On Public Effectiveness Improvement Of Environmental Impact Assessment

At present,with the change of social and economic development mode and the increasing awareness of public environmental protection,the role of public participation in environmental impact assessment is becoming more and more important.And it is becoming an indispensable part of environmental impact assessment.But the practice of environmental impact assessment of public participation in the low efficiency of the situation reveals that the current public participation did not play its real role and failed to form the government environmental protection departments,construction units and the public are satisfied with the situation.Therefore,how to enhance the environmental impact assessment of public participation in the effectiveness of all aspects is the current common problem,and also a difficult problem.This paper studies the public participation in the environmental impact assessment by using a variety of scientific methods to study the public participation phenomenon of environmental impact assessment,which is paid more and more attention in social life.First of all,it expounds the related concepts of public participation in environmental impact assessment and public participation in environmental impact assessment,emphasizes the necessity of EIA public participation and improves the main link of public participation in environmental impact assessment.Secondly,through the investigation of some environmental impact reports accepted by Jiangsu Provincial Environmental Protection Department and Suzhou Environmental Protection Bureau in 2016,the problems of public participation in environmental impact assessment in China are revealed.And the causes of the problems are analyzed in depth.Finally,I put forward my own opinions and suggestions on how to improve the effectiveness of public participation in environmental impact assessment:First,we should improve the environmental impact assessment of public participation in the normative;Second,we need standardize public participation of EIA effectiveness evaluation index system;Third,we have to improve the public participation in environmental impact assessment of the quality and ability;Fourth,we ought to improve the environmental impact assessment of public participation in the security mechanism.It is concluded that the effective promotion of public participation in environmental impact will help the democratization of relevant environmental decision-making,ensure the smooth development of EIA project,safeguard the environmental rights and interests of the public and promote the organic unity of economic benefit,environmental benefit and social benefit.
