Research On Influence Of Environmental Regulation On Technological Innovation

With the increasingly serious environmental pollution,Our government has gradually realized the economic growth pattern of "quantity is more important than quality" in our country has won’t work,due to the double purpose of environmental protection and economic growth,the central government began to implement a series of environmental regulation policy,and to carry out the "innovation and development" mode of economic growth.The paper divides the industry into resource intensive industries,labor-intensive industries and capital intensive industry,based on the industry heterogeneity,studies the effects of environmental regulation on technical innovation,the purpose is to analyze the environmental regulation in different industries is the same for the role of technology innovation or not,the realization of environmental protection and the win-win of technology innovation has important theoretical significance and practical significance.At the micro aspect,environmental regulation by enterprises to enter and exit barriers or by influencing the enterprise profit margins,thus influence enterprise technology innovation;In terms of macroscopic,environmental regulation by setting the threshold of the foreign investment in,by influencing the price of factor endowments,or through affecting the consumption idea,in turn,affects the national enterprise technology innovation.No matter in micro aspect and macro aspect analysis results showed that environmental regulation on technical innovation may be a promoting effect and may be inhibition.According to theoretical analysis,we put forward three hypotheses: Hypothesis 1: environmental regulation on technical innovation of resource-intensive industries inhibition;Hypothesis 2: environmental regulation to the labor-intensive industry plays a role of promoting technological innovation.Hypothesis 3: environmental regulation effect is not obvious on capital-intensive industries.After analyzing the present situation and problems of the current situation of the industry technology innovation,environmental pollution present situation and the environmental regulation of our country we found that: industry technology innovation ability in our country every year has the new breakthrough,patent applications of annual growth rate reached 45.54%;Our country industry pollutant emissions presents the overall downward trend,but the trend is more flat;Environmental regulation intensity increase year by year in our country,the costs of operation of pollution control facilities of annual growth rate reached 24.61%.Selecting data from 2006-2014 as sample data and establishing a SYS-GMM model to analysis the influence of environmental regulation on technical innovation empirically,it is found that environmental regulation of resource-intensive industries has inhibitory effect on technology innovation;environmental regulation has a promoting effect on technology innovation of labor-intensive industries;The role of environmental regulation is not obvious to the technology innovation of capital-intensive industries.Establishing panel threshold regression model found that environmental regulation has a threshold effect on technology innovation,Threshold value of the threshold parameter R&D expenses within budget,spending on new products and industry output value is 3.72774 billion yuan,15.33982 billion yuan and 3.72774 billion yuan respectively.For the relevant conclusions,this paper puts forward three suggestions: first,the government should be targeted using environmental regulation policy and promote environmental regulation policy of innovation;Second,the government should according to the nature of industry difference,discretionarily give the government subsidies in the implementation of environmental regulation.Third,enterprises should increase the threshold parameter internal R&D capital and the spending on new products,encourage environmental regulation on technical innovation play a role of promoting.
