At this stage,China is in an important period of comprehensively deepening reforms.Environmental pollution is a serious threat to the survival of mankind,and economic growth is sluggish.Therefore,it is urgent to tackle environmental issues and seek new drivers of economic growth.Green technology can not only replace the traditional neutral technology as a new driver of economic growth,but also is an effective sword to solve environmental problems.As the decisive factor to achieve the goal of "win-win" between environment and economy,the influence of environmental regulation on the progress of green technology has become the focus of research in this field.This paper mainly uses the methods of qualitative analysis and quantitative analysis to analyze the threshold effect of environmental regulation on green technology.In theory,it redescribes the mechanism of environmental regulation on the progress of green technology,and draws a concrete action path map starting from the two aspects of technology innovation effect and technology leadership effect.The influence of environmental regulation on the progress of green technology is uncertain,since environmental regulations with different intensities have different directions for both effects in a certain period of time.In the empirical analysis,firstly,the environmental regulation intensity was evaluated from the two dimensions of pollution emission and treatment respectively by factor analysis method.Meanwhile,the heterogeneity DEA technique was used to measure the green technology progress index taking into account the regional heterogeneity and the results were compared.Finally,using the panel data of 30 provinces(autonomous regions)in China from 2000 to 2015,a fixed-effect threshold regression model is constructed to analyze the specific impact of environmental regulation on green technology progress.The analysis shows that:(1)From the results of index measurement,the intensity of environmental regulation in the eastern region is significantly higher than that in the central and western regions,while there is not much difference between the central and western regions.The index of green technology progress is in the order of eastern,central and western,and the calculation results corroborate necessity of sub-regional discussions to a certain extent.(2)Overall,there are significant single-threshold effects and double-threshold effects of environmental regulation on technological innovation effects and technology leadership effects respectively.Before the environmental regulation did not break through the threshold,the environmental regulation all had the inhibitory effect on the progress of green technology,but its inhibition was not obvious.After the environmental regulation passed the first threshold,environmental regulation showed obvious progress on green technology.Promote effect.It can be seen that environmental regulation in China does not hinder the progress of green technology at this stage.(3)For the subregion,the impact of environmental regulation on the progress of green technology shows obviously regional differences.There is a significant single-threshold effect in the eastern and central regions,both of which show a promotion effect whether or not they exceed the threshold value.However,the promotion effect of the central region is obviously greater than that of the eastern region.There is a significant double-threshold effect in the western region.Before break the first threshold,the environmental regulation had an unobvious inhibitory effect on the progress of green technology.After the first threshold was passed,its inhibition turned into a promotion effect,but the promotion effect was weakened as the intensity of environmental regulation strengthened.Therefore,in order to achieve the goal of "win-win" between environmental protection and economic growth,we finally put forward the countermeasures which is implementing "precise" environmental regulation measures,increasing R&D funding support for low-carbon technologies and pursuing the independent green technology research and development.
