To maintain economic growth,energy saving and environment protection coordination development is a major problems China face for a long period.At present,scholars generally believed that the development and promotion of a batch of energy saving and environmentally friendly new technology is one of the most effective way to solve these problems,so government need take appropriate measures to actively guide.Under this background,the policy of energy conservation and emissions reduction and energy conservation and emissions reduction technology progress regard as the important ways to solve save energy,protect environment and promote economic development.Consequently,scholars and government need to explore and study these policy and technology.Firstly,according to the situation of China's energy consumption and environmental pollution,energy conservation and emission reduction policy,and the research of scholars,the paper puts forward the concept of energy saving technical progress from the perspective of total factor.Secondly,based on data envelopment analysis(dea)method,the paper measures energy saving technical progress indicator by constructing the SBM-undesirable-Malmquist model.And then,based on the panel data of 30 provinces of China from 2005 to 2014,this paper uses the panel vector antoregression model to model the dynamic relationship between energy-saving technology improvement,energy consumption and environmental pollution.The conclusion can be listed as follows:?energy-saving technology improvement of middle area can engender remarkable effect to improve the efficiency of energy utilization and reduce energy consumption and environmental pollution,and there is long-term co-integration relationship;energy-saving technical improvement in eastern regions can achieve the effect of energy conservation and emissions reduction in prophase,then this effect leveled off;In the western regions,energy saving technology progress only in the early produce the effect of energy conservation and emissions reduction.?the contributions of energy consumption to the environmental pollution in the eastern and western regions is greater than that in middle regiongs.Environment pollution in the western regions not only comes from energy consumption,but also from other aspects.Finally,based on the empirical conclusions and the different situation of eastern,middle and western regions,the paper establishes a multivariate linear regression model for empirical analysis and discusses how to adoptt corresponding measures and policies to achieve the effect of energy conservation and emissions reduction for eastern,middle and western regions from the level of economic development,.industrial structure adjustment,energy structure adjustment and knowledge capital accumulation.
