With the global climate problem becoming more and more serious,carbon emission quota has become an important tool to control greenhouse gas emissions.At present,most governments in our country adopt the strategy of "equal treatment" in the allocation of carbon emission quotas,which leads to unfair competition between the node enterprises and the less developed areas in the cross-regional green supply chain.This paper from the perspective of fairness,respectively from the quota,homogeneity,difference of carbon emission quota allocation mode of cross-regional green supply chain network coordination and fairness issues,in order to provide theoretical basis for government intervention strategies of carbon emission,and puts forward relevant suggestions and measures for supply chain stakeholders.The main contents of this paper are as follows:First of all,This paper combed the domestic and foreign research achievements from the aspects of carbon emission quota and its distribution,green supply chain,supply chain coordination efficiency and fairness.on the basis of this,put forward the difference of carbon emission quota allocation under the cross-regional green supply chain network coordination and fairness;Secondly,using the network equilibrium theory analyse the relationship between competition and coordination of inter regional green supply chain stakeholders,and as the Lower level planning;Treat the smallest Theil Unfair Index of the carbon emission quota allocation in the cross-regional green supply chain as the Lower level planning,thus established two level programming model;Thirdly,the Frank-Wolfe algorithm is used to solve the network equilibrium model of the lower level planning,and the simulated annealing algorithm is designed and implemented for the two level planning.Finally,using a simulation example to prove that the construction of the two level programming model is reasonable,focus on The influence of price elasticity coefficient,market potential demand and initial carbon row cost on the carbon emission quota,interests and fairness of carbon emission quota allocation among different stakeholders in the cross-regional green supply chain.The main contents are as follows:(1)The carbon allocation quota of the supply chain enterprise is inversely proportional to product price,price elasticity coefficient and cross price elasticity coefficient,and is directly proportional to the market potential demand and the enterprise initial carbon emission cost.(2)The profit of the supply chain enterprise is directly proportional to the price elasticity coefficient and the initial carbon cost,and is inversely proportional to the cross price elasticity coefficient and the potential demand of the market.(3)The fairness of the carbon allocation quota is directly proportional to the price elasticity coefficient and the potential demand of the market,and is inversely proportional to the initial carbon emission cost of the enterprise. |
