Third party hazardous chemicals warehousing is to provide logistics services for the chemical industry related products,and is the key link in the development of China’s logistics industry.However,because it involves many kinds of hazardous chemicals,large quantities,accidents and hazards,it is urgent to establish an evaluation index system for safety and environmental management effectiveness,and guide the third party hazardous chemicals warehousing and logistics safety,health and sustainable development.On the basis of literature,the identification of third party logistics storage of dangerous chemicals safety and environmental management and the use of OHSAS18000 and ISO14000 two series of standards and standardization of production safety evaluation criteria.Then,using Z and W as the research object,the evaluation of the ecological efficiency,safety risk and environmental risk,the hazardous chemicals major hazard identification and classification,the consequences of the accident simulation analysis,individual risk and social risk and environmental risk value and discrimination.Afterwards,construct the evaluation index system of safety and environment management including 10 level indicators,28 level two indexes,60 level three indexes,and using AHP and Delphi method,combined with MATLAB software,on the weight of each index,the evaluation index of the score standard,divided 6 comprehensive assessment level.Finally,apply the evaluation index system to Y company,identify the main constaints of Y’s safety and environmental management effectiveness,and put forward strategies for improving safety and environment and ecological efficiency.
