At the Paris 2015 Climate Change Conference,China has promised to strive to reach the peak of carbon emissions around 2030,and the CO2 emissions per unit of GDP should decrease between 60% and 65% compared with 2005.At the same time,a policy document named Industrial Green Development Plan(2016-2020)clearly stated that the use of energy per unit of industrial output of manufacture of paper and paper products should fall by 10% in 2020.Therefore,it is of great significance for manufacture of paper and paper products in China to carry out energy conservation and carbon emissions reduction when accurately grasping the characteristics of carbon emissions of manufacture of paper and paper products, and exploring its driving factors. This paper carried out researches from four aspects, including current research on carbon emissions at home and abroad, temporal and spatial distribution of carbon emissions from manufacture of paper and paper products in China, the key factors affected carbon emissions and the policies and suggestions of energy conservation and carbon emissions reduction.Firstly, this paper reviewed the domestic and international accounting methods and driving factors of carbon emissions, and summarized the relationship between carbon emissions and economic growth.Meanwhile, under the background of low carbon economy, this study defined the concepts and accounting boundary of carbon emission, carbon sink, carbon balance of manufacture of paper and paper products.Secondary, based on emission coefficient method, this paper calculated the total carbon emissions and carbon intensity of manufacture of paper and paper products in China and 6 typical provinces, including Guangdong,Shandong,Zhejiang,Jiangsu,Fujian and Henan provinces from 1998 to 2014.At the same time, this study estimated the carbon emissions caused by cutting down the forests and carbon storage of paper and paperboard based on biomass expansion factor and carbon storage method of harvested wood products. The results are as follows, the total carbon emissions of manufacture of paper and paper products in China in 2014 was 117.5158Mt(million tons=109kg),81.35% of which was caused by coal combustion. Also, the carbon intensity was 1.6284 t CO2/yuan.Compared with the corresponding period, the decrease of carbon storage caused by timber was 10.0357 Mt,and the increased carbon storage of paper and paperboard was 4.2047 Mt,which is equivalent to 13.12% of the carbon emissions released from energy consumption of manufacture of paper and paper products.Furthermore, this paper discussed the key factors affected carbon emissions of manufacture of paper and paper products in China based on LMDI decomposition model. At the same time, based on Tapio decoupling coefficient and Carbon Kuznets Curve, this paper analyzed the relationship between carbon emissions and economic growth, the most influential factor. The results showed that the economic growth influenced the carbon emission positively, while the energy structure influenced it negatively except from 1999 to 2001.Moreover,the energy intensity was another negative influence factor with little influence level.Using 1998 as the base year, the additional carbon emissions in 2014 was 73.4565 Mt,of which the contribution of energy intensity and economic growth was-141.5407 Mt and 214.7378 Mt,respectively. In addition, the relationship of output and carbon emissions carbon emissions has a weak decoupling, and the inverted U curve showed that the peak of CO2 emission was 128.6187 Mt,when the output was 1066.722 billion yuan. Finally, based on the conclusions before, this paper presented the recommendations of energy conservation and carbon emissions reduction for manufacture of paper and paper products in China. These suggestions were all proposed using scenario analysis on account of energy structure, material structure and also, based on other policies.
