As the central hub between network load demand and unit load control system, the plant-level energy-saving system is of great significance in reducing energy consumption and reducing the discharge of pollutants. Take the thermal power plant as the object, the coal consumption model and the algorithms applied to optimal load dispatch were researched in the thesis, mainly as follows:First of all, an improved KFCM algorithm based on Kmeans and FCM was proposed, and the coal consumption model about the renlationship of environmental temperature, load conditions and power supply coal consumption was established, which could provide technical support for the construction of the plant-level energy-saving system.Secondly, an Improved Biogeography-Based Optimization based on Simulated Annealing (ISABBO) algorithm was proposed. Bsaed on the thesis of BBO algorithm, the traditional transport model and mutation operator were improved. In addition, and elitism strategy simulated annealing strategy were introduced. These improvement measures could raise computation speed and convergence precision of the algorithm. ISABBO algorithm was applied to solve ELD problem and the impact of valve-point effect on load optimization was analyzed emphatically.Furthermore, a Multi-objective Particle Swarm Optimization based on Simulated Annealing (MOSAPSO) algorithm was proposed. The arena's principle and the keeping mechanism of the diversity of solutions were used to establish non-dominate set and change the size of no-dominate set respectively. Besides, the adaptive control strategy and the update strategy were introduced. In general, these improvement measures helped raise computation speed and convergence precision of the algorithm. MOSAPSO algorithm was applied to solve multi-objective load optimal distribution problems, which emphatically considered the effect of coal consumption, pollutant discharge and load response speed.Finally, the software platform of plant-level energy-saving dispatching system was established based on Visual Studio.Net platform and SQL database.
