| Since 1998 China’s establishment of the basic medical insurance system for urban employees (hereinafter referred to as the direction of reform of the employee medical insurance), China’s health care workers to achieve a goal of low level and wide coverage, but there are still outstanding problems in the specific policy arrangements and implementation.The health care problem of laid-off workers and the restructuring of state-owned enterprises due to the tide of enterprise bankruptcy is still difficult to solve,This article makes the medical insurance system for urban employees as the research object, regarding the mayor public telephone medical insurance related complaints texts of Changchun in 2011-2014 as the data source,using the analysis of qualitative and quantitative so as to find out the public demands in the field of medical insurance for urban workers which generally concern the policy and system analysis,and this article gives relevant policy suggestions and improvement path.The full text is divided into four parts.The first part is to define the concept of the workers’ medical insurance and the mayor’s public phone, referring to the development of Changchun mayor public telephone and health care workers. In the second part, from the perspective of the complaint document data, analyzing the mayor’s public telephone in 2011-2014 , construction of Bayeux the structure of network and the chi square test value, the results of the data source in this paper. The third part is the analysis of the data of unemployment, not to apply for health insurance, three outstanding problems of Medicare payment about health care workers in this analysis,combined with the policy of institutional arrangements,and then find out where the actual contradiction between supply and insurance demand. In the fourth part,according to the analysis result of the mayor’s public telephone data,and the typical provinces experience,this article try to straighten out the Changchun medical insurance insured side face of the system and provide the general public with rational choice, and finally put forward the possibility of innovative measures to improve the retention of health insurance in Changchun city employees. |
