Regardless of the degree of development of the medical and health system, blood transfusion is still the only choice for many patients to survive.In recent years, the cause of blood donation in China is facing many challenges, some city blood shortage phenomenon showing normalization. Internet data show: "since the spring festival only 2016, there are a number of cities in the hospital" blood crisis ", some cities in the blood bank inventory has below the warning line, some hospitals even because of blood crisis off 80% of elective surgery, some patients even a month in operation pushed late for 6 times."Blood donation, as to ensure the safety of people’s lives and health of the public welfare, the task is arduous, long way to go. With the development of medical and health undertakings in our country, the broad masses of the people the medical needs of the growing, blood for clinical use will also continue to increase, non remunerated blood donation work will face a more arduous task.This paper focuses on blood stations for public welfare, a provincial blood center in east China as the research sample. From the point of view of histology to analysis and study on the blood center as a public organization the problems and reasons in the process of operation, and further analyze the internal cause and external cause.
