| Objective:According to some reports, the purposes of this study were to investigate the establishment and implementation progress of maternal and child health voucher" in Pukou District of Nanjing, and to carry out a survey of satisfaction. Furthermore, The aims of this study are also to evaluate the expected effect and deficiencies of the implementation of " maternal and child health voucher ". It may give the scientific basis for formulating the maternal and child health policy.Metheds:Maternal and child health report information between 2011-2014 in Pukou District were studied retrospectively, outpatient amount in community health centre was also researched. The changes of maternal and child health indices in 4 years were compared. The proportion of women and children acquired health care was also observed before and after the "voucher" implementation. Furthermore, the change of public health service coverage in Pukou was discussed after implementation of "voucher". Moreover, by analyze the data acquired between 2013-2014, we assessed the number of vouchers, outpatient amount, maternal and child health indices and implement effect before and after the "voucher" implementation. Finally, the satisfaction of "vouchers" assessments was investigated by interviews and questionnaire.Results:Recently, maternal and child health care service was growing rapidly in community health centre of Pukou District. The satisfaction rate of health workers and consumers to "voucher" policy were 79.49% and 97.92%, respectively. There was no difference in satisfaction between health workers and consumers.Inclusions:The contentment to implementation of "maternal and child health voucher" in Pukou District was high, which improved the fairness and accessibility of the basic public health service, optimized the performance appraisal for public health authority, tightened supervision over the healthy work and raised work efficiency greatly for health workers. However, There are many deficiencies in the "voucher" and maternal and child health care system, which should be attracted the attention by the health administrative department. |
