| Objective Based on the theory of health human resource allocation,analyzing the temporal and spatial changes and fairness of health professionals during the 12 th Five-Year Plan period from the perspective of population,region and economy,and evaluating the fairness of health professionals in China comprehensively,providing theoretical support and policy recommendations for enhancing the fairness of health professionalallocation.MethodsThrough the literature review method for theoretical analysis,used EXCEL 2016 to establish the statistical database of health professionals,and evaluated the fairness of the health professional allocation by Gini coefficient,Theil index and concentration index.Results1.The total number of health professionals in China kept on rising,and the number and increase range of registered nurses was greater than that of working(assistant)physiciansduring the 12 th Five-Year Plan period.The number of health professionals,working(assistant)physicians and registered nurses per 1,000 populations were on the rise.2.During the 12 th Five-Year Plan period,the total females number of health professionals in China was significantly much more than that of males,the proportion of male and female nurses was significantly different;in addition to working(assistant)doctor,the age structure of other health professionals was more younger;the level of educationincreased gradually,but the number of graduate degree and above was less;the proportion of health technical personnel with senior titles was relatively small,and the reduces of registered nursesproportion with intermediate grade was relatively obvious.3.Analysis on the fairness of health professional allocation in China: during the 12 th Five-Year Plan period,the Gini coefficient of different types of health professionas in China was within 0.2,and showed a downward trend,which indicating the overall fairness of China’s health professional was improved through the population distribution;the Gini coefficient of registered nurses was relatively high,indicating the fairness of registered nurses was relatively low.The overall volume index of health technicians,working(assistant)doctor and registered nurses were generally decreased,and the contribution rate of the three indexes was greater than that of the group,indicating that the overall differences in the allocation of health professionas and the unfairness in the region decreased gradually during the 12 th Five-Year Plan period,and unfairness was mainly caused by differences in the region;the concentration index of health technical personnel,working(assistant)doctor and registered nurses were bigger than zero,the overall trend tended to reduce,indicating that the allocation of health professionasconcentratedin the region with better economic development during the 12 th Five-Year Plan period,and the fairness rised.Conclusions1.During the 12 th Five-Year Plan period,the total amount of health technical personnel in China has increased obviously,the team is getting younger,and the academic composition is more reasonable,but the gap between urban and rural health workers is still large.2.The overall fairness of health technical workers by the population,region and economy distribution is better,fairness has been improved,and unfairness is caused by differences within the region.3.Promoting the the development of health professionals by making health manpower planning scientifically,optimizing the health education system and adjusting the balance between health supply and demand. |
