As the major component of health system,hospital is bearing the important responsibility of extending and saving life for a long time.The operation efficiency of hospital has significant impact on the life quality of people,local population and structure and even the development of social economy.In our country,hospitals were constructed only by the government at the beginning.In recent years,the government relaxes the access requirements of medical service market gradually in order to improve the quality of medical service,decrease financial pressure and meet diversified medical demand of people.Hospital ownership has been changed from original state owned to coexistence of various owner ships of state,collective and individual etc.Over decades of development,private hospital has become the biggest provider of medical service except for public hospital.However,influenced by historical and practical factors,private hospital has problems such as high rate of brain drain,high operational risk,low efficiency,great financial pressure and low social recognition etc,which restrict the development of private hospital greatly and also restrict its play of the responsibility of ensuring health of people.This paper starts from the performance gap between private and public hospital and finds out their advantages and shortages as well as reasons for the problems of private hospital through comparative analysis.Through research,I believes that under current policy and social environment,improving performance management system is the key factor of improving medical quality and service of private hospital.To understand the common problems existed in performance management of private hospital,I has visited many hospitals,summarized literature research results with common problems of different types of private hospitals in performance management.And then,I has chose the general hospital with the most quantity and most concentrated capital among private hospitals as research object,found out problems existed in current performance management system of hospital through questionnaire investigation and one to one interview and analyzed the reasons.I has proposed optimization suggestions for performance management system in private hospitals with adoption of benchmarking,balanced score card,key performance indicators and other theories and by combining advanced management experience of domestic and foreign hospitals.The suggestions include goal setting and two-way communication at performance plan stage,enriching performance monitoring contents,reconstruction of performance evaluation system,feedback and utilization of performance results etc.It is expected to design a program which can play the role of performance management system at maximum and improve performance of private hospital effectively with adoption of empirical analysis method.
