Under the trend of medical reform in public hospitals,effective management is needed to improve the overall strength of hospitals and promote the realization of strategic objectives.As the core departments of public hospitals,clinical departments play a vital role in the overall development of hospitals.Based on the BSC theory,combined with modern management ideas,this paper optimizes and improves the performance management system of Z Chinese Medicine Hospital.According to the idea of discovering,analyzing and solving problems,this paper analyzes the main problems in the present performance management plan of Z traditional Chinese medicine hospital.Through the analysis,the main reasons are that the performance evaluation index has not been combined with the hospital’s long-term strategic goal,the performance management evaluation has not differentiated internal and external factors,and the lack of balance between financial and non-financial indicators.Combined with the development of Z Chinese Medicine Hospital,the feasibility and necessity of introducing the BSC into performance management were expounded through SWOT analysis.Design performance management process and performance evaluation index system based on BSC.Establish a performance management team,make good preparation for performance management,design a performance evaluation index system with four dimensions: customer,learning and growth,internal process and finance,and further determine the contents,weights and specific evaluation rules of secondary indexes.Finally,the corresponding measures are put forward to promote the smooth implementation of performance management,including staff training and seminars,team-oriented culture,performance evaluation table,performance feedback mechanism,and information technology support.
