The Research Of Rural Environmental Sanitation Governance Model Under The Perspective Of Polycentric Governance

With the development of social economy,urban-rural construction has prompted calls for better regulation of sanitation construction in suburban areas.In the former course of rural environmental governance,villagers have a negative feeling for the environment protection installation because of considering their own self-interest,which has become one of the difficulties in the process of rural environmental management.However,the previous studies on the theory of NIMBY merely focus on the perspective of government intervention,less on the multi-agent collaborative management and also its government process,governing measures and governance mechanism.The application of binary urban-rural environmental governance mode leads to an increasing focus on urban environment,but declining on rural places.Compared with that in urban cities,the public environment is more of "dirty,noisy,disorder".The traditional "monocentric "public environmental governance generates several side effects.The current rural public environmental governance mode that government and market are the only involving regulators exists many disadvantages.The "monocentric"governance mode cannot satisfy the needs of governance now.Taking the Yaoshang village,Wenshi town for and example and using the"polycentric "governance theory,this article demonstrates government process,governing measures and governance mechanism.The main viewpoints include:the management thought that muti-agent should aside by controlling rural environment is establishing the idea that cities and countrysides belong to one common ecological community of fate.Proper management measurements and processes should be adopted in the problem of rural environment management structure.We should strengthen the operation mechanism,including regulation systems,management systems and restriction mechanism,in the process of controlling rural environment.To deal with the problems in NIMBY theory in past days,we can enrich cooperate management agents,improve the measurements and approaches of multi-agent cooprate management,bring forth new ideas on the operational systems and mechanisms of multi-agent management,so as to enhance the efficiency of rural environment hygiene management and then to set a new example for rural environmental hygiene management.
