1.Background and ObjectiveIn order to effectively alleviate the "medical treatment is difficult and expensive"phenomenon,reduce the burden of medical expenses of residents,China has launched a basic medical and health system reform that covers urban and rural residents,which is called,"New Medical Reform".The establishment of national essential drugs system,improve primary health care system are the focus of the "New Medical Reform".The domestic related research data show that,with the gradual implementation of the national system for basic drugs,basic medical and health institutions irrational drug use situation improved,"big prescription" behavior has been gradually curbed,medical expenses are effectively controlled.However,there are still a lot of problems in the national essential drug system.How to make the national essential drug system in primary health care institutions better is the focus of"New Medical Reform" research to explore.The investigation is based on basic drug profiles and outpatient prescription sampling statistics of Shunde District Community Health Service Center in 2012-2015.The prescription of rational use of medicine and the law of cost change were studied.The impact of policies on the use of essential drugs were analysed.In order to improve the quality of primary care,promote rational use of drugs and control medical costs,provide policy recommendations for regional community health service center’s development is the purepose of this investigation.2.MethodsChoose systematic sampling investigation,Randomly selected 1728 outpatient prescriptions from 2012 to 2015,create a database and chart with Excel 2003,SPSS 16.0 software was used for statistical analysis.The main analysis methods include descriptive analysis,single factor analysis of variance,chi square test and multiple linear regression analysis.3.Results1.After the basic medical reform,rate of medical equipment has gradually reached 100%.2.After the medical reform institutions pay more attention to the selection and use Chinese medicines.But sales of the top ten drugs shows that institutions in drug safety and rationality need to be further guided and strengthened.3.Cardiovascular and cerebrovascular system medication,respiratory system medication,digestive system medication ranked in the top three.4.The number of prescription drugs decreased significantly before the implementation of the national basic medicine system,and the use of prescription antibiotics and injection improved significantly,and the cost of prescriptions decreased significantly,the difference was statistically significant.5.Multivariate analysis showed that the cost of medical treatment was related to the prescription rationality.Improving the prescription and rational drug use can relieve the rising of the medical expenses.6.The proportion of cardio cerebrovascular diseases and the cost of medical treatment increased year by year,suggesting that the number of patients with chronic diseases in the center is on the upward trend.It is helpful to cope with the problems caused by the aging of the population4.ConclusionThe implementation of the national essential drug system has improved the rationality of prescription medication and reduced the medical costs of community medical institutions.There is also a number of single prescription drugs too much and the lack of policy support,the selection of drugs and the defects of drug administration.In order to solve these problems,it is necessary to pay attention and make joint efforts together with medical and health institutions and government departments at all levels.
