Research On Supervision Of Infectious Diseases In Ningbo Entry-exits

In recent years,the worldwide outbreaks of infectious diseases have serious harm to the health and safety of human society.Because of characteristics of widespread,high probability of outbreak cluster,difficulties in short-term treatment,infectious diseases are easy to cause public panic and instability.They have brought huge systemic risk to public safety and serious damage to the country’s stability.They have a greater risk of input and output,making government facing a severe test and new challenges of infectious diseases prevention and control,especially to the frontier health and quarantine agencies of law enforcement in their ability and epidemic prevention and control abilities.Supervision on entry-exit personnel of infectious diseases has always been a key component of the frontier health and quarantine.Researches on entry-exit personnel supervision system of infectious diseases should focus on its history,time demand,the present situation,problem analysis and countermeasures in order to find and analyze the system problems;and then put forward suggestions and improvement measures from "legal support,model reform,system security,innovation and development" as well as to deepen the system reform and provide theoretical references in reality to the health and quarantine of China.The research background and significance are stated in the first part of this thesis,which briefly describes the domestic and international situation and difficulties of the study,clarifying research ideas and methods.The second part discusses the close relationship of public security and the health quarantine system.It gives a brief introduction to the health and quarantine related characteristics through an overview from the historical development health and quarantine of the world and China.It discusses the status and role of the health quarantine.The importance to the public safety of supervision on entry-exit personnel of infectious diseases is shown as well.The third part takes Ningbo port as an example to study the present situation of supervision system on entry-exit personnel of infectious diseases.An overview of health quarantine departments of Ningbo port is given.Then it gives an analysis of Ningbo entry-exit personnel supervision mode of infectious diseases,as well as the port of public health risk control measures at port.It also demonstrates the present situation of public health system construction of Ningbo port.It studies the current situation of Ningbo port,preparing for the discussion on the problems existing in the subsequent analysis with some specific cases.The fourth and fifth parts respectively analyze the current situation of entry-exit personnel supervision of infectious diseases and put forward some suggestions on measure improvement and system innovation.The point of view is clearly put forward indicating in the maintenance of public security environment,the frontier health quarantine needs support and guarantee in all the aspects of laws,people,money and materials.By strengthening construction of port core competence,organizing expert team,scientifically setting technical support system for health quarantine and establishing international sanitary port,the legislation guarantee should be strengthened,the reform of administrative system need to be deepened,and innovation and development are both needed as well.The entry and exit personnel supervision of infectious diseases should be taken at a great importance in every detail in order to form a health quarantine work system with Chinese characteristics,being more efficient and practical to maintain public security.
