PPP Mode Study On Health Care Service Supply In China

“Expensive medical cost and difficult medical services” has been a major problem for the Chinese government.In the last decade,the domestic scholars had formed an uniform opinion that,the public-private partnership mode in the health care service supply will be conducive to release the tenses of medical resources,which can effectivelyenhance the health care service efficiency in the premise of maintaining the public welfare of public health care.Since the implement of new medical reform policy,the Ningbo municipal government has begun to explore the introduction of social capital to participate in the health care service supply.In the year of 2014,the Ningbo “Cloud Hospital” began to build under the policy of “governmentleading,multi-participation,and operating with the market-oriented mode”.By studying the PPP mode in the construction of Ningbo “Cloud Hospital”,the purpose of this paper is to analyze the type,operation mechanism,effect and potential problems of PPP mode.The suggestion of introducing PPP mode in health care service supply was proposed.It providesreasonable advices and referenceson how to effectively improve the level of health care service,enhance the efficiency of health care service,and the multi-level and diversified development of health care generally concerned by ordinary people.The first part begins with the particularity analysis of health care service and health care market.It introduces the definition of health care service,the feature of health care service and the particularity of health care market.The differencesbetweenthe health care service as a commodity and other commodities are proposed.In the second part,the introduction of PPP mode is theoreticallyand practically analyzed in the health care service supply.First,the definition,nature and type of PPP are stated;then the current status of health care service supply in China is discussed,mainly including the existing problems,current policies and practice pattern.Based on the introduction of PPP theory,the PPP practical experience of introducing PPP and other health care service supplies in the construction of hospital infrastructure,hospital outsourcing,hygiene and carrying out medical research,community health service privatizationand medical insurance are summarized.The third part mainly conducts case study for the PPP mode of Ningbo “Cloud Hospital”,analyzesits specific type,discusses the incentive mechanism,supervision mechanism,evaluation mechanism and coordination mechanism.And then the effects is analyzed,and the existing pattern of potential problems are found.In the fourth part,based on the previous theories and practical experiences,the author puts forward some countermeasures and suggestions on the application of PPP in medical and health supply.The correspondingcountermeasures and suggestions in health care service supply are proposed based on the experience and problems analyzed from case study.
