Si-Tao Railway was one of the loan state-owned Railway in the Northeast of early Republic,It was from Siping Street Station of South Manchuria Railway to Tao nan Station and constructing loaned repeatedly from Japan,So it losed many railway rights and was criticized.It was regarded as affiliated line of South Manchuria Railway and extending into the east of Inner Mongolia invasion line,so was low appraisal in academia.But conversion perspective from then Current Political Situation and completed railway influenced in local economic and trying to construction of railway reflected the inevitability and possibility of constructing Si-Tao railway and can not be ignored the significance of the railway.This paper is divided into three parts to research on Si-Tao Railway.The first part is the background of the railway.First of all it is the inevitability change of facing then Political and Economic situation,then west of North-east area was border emptiness and Mongolian bandits brought disaster and border crisis serious So The Immigration and Rapid military build-up to the scene have to with convenient railway transport.Secondly numerous land reclamation formed farm belt along with opening Mongolia Shortage made primary products increased so we need Rail transport export to further promote economic development.To resist the aggression of Japan and Russia try to construct Xin-Fa and Jin-Ai railway but both failed finally decided to construct Si-Tao Railway.The second part is the construction process of the railway.China and Japan negotiated repeatedly before start,Chian fighted for rights not promised all requirements of Japan so both sides have to compromise,The railway divided into three sections,That was from Siping to Zhengjiatun and from Zhengjiatun to Taonan and from Zhengjiatun toTongliao.Every pre-construction had to prepare much work included measuring and exploration and purchase and so on to ensure the quality of the railway,making a series of rules and regulations including driving charter,tickets charter,freight charter and so on to ensure the railway operating order.The third part is the operational status and significance of Si-Tao Railway,promote primary products to commercialization to a extent,inhibit the expansion of South Manchurian railway in a limit,stimulate immigrant into Northeast area in a range,transport military comfortably of certain period.Obviously Constructing Si-Tao railway is the inevitability of social development,not only recognize the aggression of Japan but also can not ignore the fighting for rights of China,We should pay more attention to the value of the railway.
