As for the problem of steady and sustainable development dynamically of economic cooperation along coastal regions, this thesis stretches out around one theme and backbone from the knowledge perspective, which is how heterogeneous culture drives economy forward smoothly and benignly with the persistently robust propulsion in a centralized cross-border bay area within the specific context of regional history. Through analyzing two cases and paths of Beibu Gulf Area and Guangdong-Hong Kong-Macau Bay Area separately by the fieldwork about cross-border partnerships, we assume that there exists a kind of marine-border crossover culture with the constituent of inclusiveness and innovation along coastal regions. Using codified knowledge as a tool to refine the structure of marine-border culture, a set of cultural dynamic program is extracted. It consists of 8 primary indicators and 16 secondary indicators. Then, with the aid of LISREL software and mathematical analysis of the knowledge-linkage activitives originated by cross-border people flows, including of knowledge match, creation, and spillovers, the economic performance is confirmed to be upgraded by the compositive culture effects of successive inclusiveness and motive innovation through indirect and direct ways. To be specific, the indirect way is about improvement of partnership, and the direct way is to promote the efficiency of cooperation. Furthermore, given that the heterogeneity of knowledge is the critical element of cultural dynamics, it regulates the knowledge structure of cultural propulsion by coordinating common knowledge, for the purpose of promoting the healthy growth of regional economy through the dual path of cultural inclusiveness and innovation. Therefore, three conclusions and implications are sorted out after analyzing above all. One is for the gulf area which is across national borders. As a result of the lack of sufficient common ideas, we need to adopt the suggestion about concentrating and integrating knowledge so as to overcome the drawbacks of focusing on short-term economic benefits. Another is for the bay area within one country. Considering the advanced cooperation stage, this research gives advice on focusing on the knowledge creation and spillovers, which are brought up by the cross-border interaction of skilled workers. In the meantime, fostering partnerships with outsiders to this bay area is an adoptable recommendation to provide adequate heterogeneity. Last but not least, governments of two bay areas in the neighborhood could exert themselves to explore cultural resources, and to facilitate cross-border people movement, and also could try to establish an inter-provincial working group to achieve a satisfying co-coordinated development towards the aim of being a remarkably geographical bay area in the South China Sea.
